See, I think the reason for Meng's bad hair in DBY is...well, have you seen the manga? I believe the manga is called "Akuma de Souro" and, being a manga, the boys have notoriously ridiculous hair that looks fabulous on paper but would be really funny-looking when realized in a 3D universe. The producers pretty much lifted the styling right out of the manga and put it in a live-action 'verse, which can explain the weird fashion and strange hair choices.
I've noticed that with a lot of different dramas, actually--I mean, when would a reasonable 23-year-old woman actually wear her hair in a side ponytail? Or the double pigtails that Ji-Eun was sporting in "Full House"? Yes, it makes her look adorable, but...I don't know, you know?
